I just finished reading “The Open Society, and Its Enemies” by Karl Popper, and this was his central idea of what an open society should be based upon. He followed Socrates’ example, as you pointed out. If you want to see how to build a society like this, I highly suggest the read. It’s a massive book but totally worth the time. One of the best philosophical works of our time, in my opinion.
